Speeding Up The Net

I did a dummy page for this in one of my sketch books before the summer break. Cin-cin, I always viewed as the half bright half stupid 10 year-old crazy kid. Her intentions are good but not well plot out and a lot of times they end in disaster. In this case the internet was running a bit slow so Cin-cin wanted to fix the problem in her own... questionable... way...
